Regional policymakers and economic development leaders in Emilia-Romagna needed a clearer and more consistent way to understand how labor market demand was evolving across industries and territories. They required insight into emerging skills, occupational shifts, and economic priorities to support workforce planning and regional development. Lightcast supported the Skills Intelligence Emilia-Romagna platform by providing labor market data that powers a regional skills observatory, enabling ongoing monitoring of workforce trends and skill demand. The platform allows stakeholders to analyze changes across sectors, identify growing and declining skill needs, and align regional priorities with labor market evidence.
The resulting observatory supports data-informed strategy development at both the regional and national levels. Regional governments and partner institutions use the insights to guide workforce investment, shape education and training programs, and contribute evidence to broader policy initiatives. By integrating labor market data into planning processes, the project demonstrates how regional authorities can use skills intelligence to inform long-term economic and workforce strategies in a coordinated and measurable way.
